I hate to add my dorkness to the conversation, but it depends on which flash. Some would be faster (and that was proven in a race in one issue) and others would be slower than Superman, even in a foot race.
That is all in reference to the current timeline though.
The full answer would also depend on which Superman, since there have been several "Earths" that each had their own version of him over the years (which was supposedly cleaned up after the Crisis on Infinite Earths series, but they have gone and mucked it all up again since then). The Old superman of the Golden Age could travel to distant planets in a matter of days or weeks, so it would be hard to beat his speed (but that was far before the idea of continuity and rules ever came into the picture).
I love reactions like that. Just that half-second of animation between upright and broken nose.
